DEVELOPMENT REGULATIONS

The Community Development Department regulates land development in Liberty and within its extraterritorial jurisdiction (ETJ). The City of Liberty does not have a zoning ordinance, but development is governed by codes that address how property can be subdivided and the standards to which buildings must conform.
 
The City of Liberty operates under the following development codes:
 
  • Subdivision Ordinance (Article 10.02)
  • Sign Ordinance (Article 3.09)
  • Parking Ordinance (Article 3.12)
  • Flood Damage Prevention Ordinance (Article 3.07)
  • Tower Ordinance (Article 10.02 – Division 7)
  • 2021 International Codes – Building, Residential, Mechanical, Plumbing, and Fire (Article 3.02)
  • 2018 International Energy Code – (Article 3.02)
  • 2023 National Electrical Code – (Article 3.02)
CONSTRUCTION STANDARDS
 
Developers must meet the following construction standards:
 
Drainage – Drainage plans are reviewed by the Water Control Improvement District #5 (WCID #5). Click here for the drainage criteria manual.
 
Driveways – New driveways are reviewed by the Public Works Department. Permits are required to add or expand a driveway. Click here for the City’s driveway permit.
