The City Manager serves as the chief executive officer for Liberty's municipal government and is the staff liaison to the City Council.
Bryan Kendrick was appointed City Manager of Liberty in January 2025. Before joining Liberty, he spent 16 years with the City of San Angelo, overseeing multiple departments during his tenure. From 2006 to 2008, he worked in the Office of Financial Services for the City of Dallas. Prior to his municipal career, Kendrick spent 12 years in private-sector management. He holds a Master’s degree in Management and Leadership. He and his wife of 30 years, are the proud parents of two grown children.
Naomi Herrington was appointed Deputy City Manager of Liberty in February 2026. Naomi joined the City of Liberty in August 1991. She began her career as a clerk in the Solid Waste Department, later serving in accounts payable in 1995 and as Finance Director beginning in 2001. In 2019, she was appointed Assistant City Manager. She brings more than 30 years of dedicated public service, institutional knowledge, and leadership experience to the role. Naomi has been married for 37 years and is the proud mother of two daughters and grandmother to two grandchildren.
Madi Key joined the City of Liberty in 2022, and serves as the Assistant to the City Manager as well as the Public Information Officer for the city. Additionally, she has served as the President of Leadership East Texas since 2024.
