Elevation Certificates

Elevation Certificates are forms produced by FEMA used to rate a structure for flood insurance purposes. The City of Liberty requires all new development in the special flood hazard area/100-year floodplain (Flood Zone AE and Flood Zone A on the FIRM Map) to submit elevation certificates at two separate stages:

  • Submitted with construction drawings
  • Submitted once structure has finished construction

All new development in the special flood hazard area/100-year floodplain must be elevated to or above the base flood elevation (BFE).

No-Rise Certificates

Any development in the “regulatory floodway” must be accompanied by a No-Rise certificate. The certificate must be submitted by the applicant and must be signed and sealed by a professional engineer.
